Telecare as a modern tool for supporting older and dependent people in the context of the deinstitutionalization of social services

The ageing of society poses a growing challenge for health and social care systems. Telecare understood as the use of information and communication technologies to support older and dependent people in their homes is increasingly recognised as a tool for deinstitutionalisation. This article aims to present the forms, functions, and potential of telecare in improving the quality of life and independence of older adults.
A narrative review of scientific literature and national and European reports was conducted. Telecare systems were analysed, ranging from simple alarm buttons to smart home monitoring solutions. Key barriers to implementation include lack of knowledge, privacy concerns, and limited digital skills among users and staff.
The findings show that telecare can effectively support frail individuals, provided it is integrated with social and healthcare systems. Successful implementation requires coherent public policy, user education, and standardised solutions.
Conclusion: Telecare should be seen as a preventive tool supporting independence and safety, not just emergency support. It plays a vital role in building modern, community-based care for older people.
