Abstract

The article addresses the issue of resource transfer, particularly the transfer of knowledge and technology, into the sphere of social policy. The author argues that the effectiveness of this process depends on the permeability of network connections – both institutional and socio-community. The adopted research method is rooted in the perspective of public policy studies and draws on systems analysis and network analysis approaches within political science. The main barrier to transfer lies in asymmetric relationships, especially patron–client structures. These lock social networks into forms that restrict innovation and hinder the diffusion of resources. As a remedy, the author proposes a clear and equitable public policy, independent of political fluctuations, focused on strengthening symmetrical network ties: social, community-based and public-political. The article concludes with a recommendation to develop a pro-development social pact as a tool enabling the effective implementation of the principles of equitable and sustainable diffusion of knowledge and technology within public policies.
